I need an Ecommerce tool for asp.net that enables me to transfer an amount of money from a credit card to a specified acount.

It's usually a service you pay. You have a secure web service and you send information about the amount to authorize the credit card number etc. I use paybox : http://www1.paybox.com

But you have to found your own solution, usually for your country.
