Well, as vague as that is you're really at the point of starting with a Google search for transcoding libraries. Based on what you're asking, it sounds like you just want to develop an application that uses existing libraries in a custom way. (There are tons of these out there already, but we don't need to go into that. I see nothing wrong with writing something just for the sake of writing it.)

Can you perhaps be more specific? What platform/language/environment/etc. are you planning to use? What functionality are you planning to have?
