Yeah, the UDID is just a unique identifier for the device. It doesn't change no matter where you go.

Although I'm sure AT&T has some capability to track a device merely by UDID, there is no API for this and it is completely impossible.

Maybe Apple has a private database containing UDID to IMEI mappings? And the cell towers know the IMEI numbers of any devices nearby and connected?

If you are not Apple and the cellular provider, you won't have this hypothetical data.
