RTSP build up procedure Server (The code is in C but look at my client code to see how gstreamer-java APIs are used. It should be fairly straight forward)

Once you build the binary, simple run it ./rtsp and open another tab in the terminal to test the server using the following pipeline.

Tested the decoding pipeline. It works fine!
