Does whatsapp ignore og:image when the url is contains percent-encoding?

I have an issue with WhatsApp where the links to my open graph properties sometimes show the photo when sharing with WhatsApp and others not...

I research online and checked the size of the images and everything is more than fine in both! So I am guessing the issue might be because of the encoding of the Chinese characters in the URL...

This one just totally ignores it.

Origial url before encoding does not show the image either:

Does anyone have any idea why this happen? It is possible that the encode url is causing problem?
