What's the best way to store a decision table in a config file?

I'm开发者_运维技巧 looking to store a decision table similar to this example http://en.wikipedia.org/wiki/Decision_table#example in some sort of config file but can't think of a format that would be clean.

Any suggestions?

You could also make an Excel Spreadsheet and save the sheet as XML. Parsing the Excel XML format is reasonable okay to do, but it really depends on your needs how far you want to go.
