Can't get broadcastreceive from incoming message

I have a BroadcastReceiver declared in the following AndroidManifest.xml, but I never get the SMS_RECEIVED broadcast. Any ideas what is happening?

This is the BroadcastReceiver:

Do you have this permission in your manifest?
